Windows Server is licensed per physical core, not per user — and the rules catch many buyers out. Here is the short version.
01Standard vs Datacenter
- Standard covers two virtual machines per licensed server.
- Datacenter covers unlimited VMs — for heavily virtualized environments.
- Essentials is for small businesses (up to 25 users, 50 devices) and is licensed per server, not per core.
02The per-core rules
- Every physical server needs a minimum of 16 core licenses.
- Each physical processor needs at least 8 core licenses.
- Servers with more than 16 cores need extra licenses for the additional cores.
03CALs
Beyond the server license, most setups need Client Access Licenses (CALs) for users or devices that access the server — see our CAL guide.
04Example
A single-socket, 12-core server running Windows Server 2022 Standard: 16 core licenses (minimum), plus user or device CALs for everyone connecting.
